The City of Cullman enrolled the Greif Brothers property into Alabama’s Voluntary Cleanup Program in 2009 to address chlorinated solvent and arsenic contamination in soil and groundwater. The City secured an EPA Cleanup Grant and additional funds from ADEM, initiating remediation efforts that included phytoremediation and soil blending, costly and inefficient processes.
In 2018, we were brought in to review the project and found that prior methods were ineffective, with persistent contaminants and unaddressed exposure pathways.
Following supplemental assessments, we developed a modified cleanup plan that included updated sampling, risk evaluation, and institutional controls. This plan was approved by ADEM, which issued formal regulatory closure in 2019.
Over nine years, the City incurred over $1.1 million in costs, while Bullock’s fees totaled $52,000, successfully bringing closure to a complex environmental challenge at approximately 4% of the cost.
